This is a great general purpose stasis build that utilizes Hoarfrost-Z for some improvements to your abilities. When using your barricade ability, create a barricade wall of stasis crystals instead that slow enemies nearby when created. In addition to this, gain the benefits of a rally barricade while standing behind the middle crystal. This includes a range, stability and reload speed buff that persists even if the stasis wall is destroyed. This is a great general purpose exotic to use for general content, but may not be ideal for difficult raids or nightfals were other exotics may be better suited.
Aspects
Tectonic Harvest is a simple, yet important aspect to the build. This aspect is what allows the creation of stasis shards to occur. When collected, they grant melee energy to you and your allies. They receive improved benefits thanks to the Rime and Conduction fragments. Diamond Lance is a great offensive aspect to help further stasis damage. Defeating enemies with shatter damage, or with stasis abilities, creates a Diamond Lance at their location. This Lance can be picked up and thrown at enemies. Throwing it directly will freeze the target, but if you slam it do the ground with your melee, it will freeze targets around the impact location.
Fragment
Whisper of Shards is really good to help maintain your grenade ability. Shattering stasis shards temporarily boosts your grenade recharge rate. Whisper of Rime helps improve the potency of your stasis shards by providing a small overshield for each shard collected. This also directly improves survivability in the middle of combat. Whisper of Chains is another great source of survivability. While standing near a frozen enemy, or a stasis crystal, reduce your damage taken from all sources. While in the middle of combat, this fragment is almost required for survivability. Whisper of Fissures increases the radius and damage of your stasis crystals when shattering them. Since this build main source of ability damage is shattering crystals, this increases their potency permanently. Whisper of Conduction is a quality of life improvement, as it allows your stasis shards to track to you position. This allows you to gain the benefits of your shards, without needed to go into the middle of combat to pick them up.

While you are near a frozen enemy or a stasis crystal, reduce incoming damage.

Increase the damage and burst size of your stasis crystals.

Nearby Stasis shards track to you.
Rally Barricade
Create a small barricade that increases reload speed, range and stability while standing behind it.
Strafe Lift
Best overall movement jump for the Titan.
Shiver Strike
Hold down your melee button to lunge forward dealing a powerful attach that knocks targets back.
Glacier Grenade
A grenade that creates a wall of stasis crystals.
This is an extremely strong shotgun to use, not only for it’s freezing effect, but for how easily it can deal with champions, tough enemies, even add clear. For this build, its effectiveness at freezing enemies makes it ideal. It can perform in any difficulty aspect of the game which makes it the perfect weapon to use. The freezing effects are particularly strong against Unstop champions, but freezing any champion type makes dealing with them a breeze.
Bloodfeud is a strong SMG that can roll with Headstone, and your choice of 3rd column perk. I like Pugilist for more melee energy.
The strongest stasis fusion rifle. Lowest charge time, and can have Chill Clip which slow/freezes enemies effectively.
An aggressive frame rocket that can have Chill Clip. This paired with someone using Gjallarhorn enables multiple freezing and shatter damage from chill clip.
Headstone // Chill Clip
Any weapon with the above perks will benefit the build. While not needed, the ability to freeze/slow any enemy is very strong, and with a stasis build, ties in quite nicely. Headstone will create a stasis crystal on every precision kill you get. Chill clip will apply slowing stacks on enemies, and with enough slow, it will freeze the enemy in place. Both of these effect benefit the build and tie in to our fragments/aspects of choice.
